Egypt's courageous few fighting for human rights

Never before in my 10-year career has working on human rights in Egypt been so dangerous.
Today in Egypt, human rights activists, lawyers, political activists and independent journalists, all have to live with their phone calls being tapped, endless smear campaigns and hate speech from state-affiliated media as well as continuous harassment and intimidation from the authorities.
For some, this relentless persecution can even lead to arbitrary arrest, prolonged detention, harsh sentences after unfair trials and sometimes even torture, enforced disappearance at the hands of the state or death in custody as a result of medical negligence. This is pretty much the same list of human rights violations suffered by the people whose rights such defenders are meant to be protecting through their activism and work.
In the mind-set of those holding power today in Egypt, civil society and the media are merely tools to be used and abused however they wish. Independent civil society is not supposed to exist, let alone organizations working to promote human rights. In such a climate of fear, those who continue to defend human rights are truly bravehearted.
On 9 January 2016, my colleague, chairperson of the board of the Egyptian Commission for Rights and Freedoms (ECRF), Dr. Ahmed Abdullah, narrowly escaped an attempt by security agents to abduct him at a coffee shop he often frequents in Giza. Three security agents in plainclothes, arrived in a privately owned unmarked car, raided the coffee shop and questioned staff about him. When they were told that he was not present, they conducted a thorough search of the coffee shop. They failed to produce an arrest or search warrant from the public prosecution meaning there was no legal basis for the search.
This incident took place following a spate of arrests of peaceful, liberal political activists between December 2015 and early January 2016. Some now face trumped-up charges such as “belonging to the 25 January movement” - a movement that noone has ever heard of before. Others are charged with organizing and participating in protests in defiance of Egypt’s draconian protest law. Many continue to languish in jail in inhuman conditions. Since 27 December 2015, I have been forced to leave my home and go into hiding because of a rumor on social media that security forces were on their way to my home.
I am certainly not alone in living with the fear of arbitrary arrest. Several key human rights organizations in Egypt have had their offices raided or faced investigations, often for working without authorization or for receiving foreign funding.
The degree to which security agencies disregard the rule of law, apply laws arbitrarily and flout their duty to uphold rights enshrined in the Egyptian constitution, Egyptian law and not to mention their international human rights obligations, is truly chilling. The Egyptian judiciary seems unable or unwilling to stop grave violations such as enforced disappearances, torture and death in custody.
My own organization, ECRF, has recently been at the forefront of the battle to call for an end to enforced disappearances in Egypt where scores of people have vanished at the hands of the government. Our campaign “Stop Enforced Disappearance”, mobilized activists on social media and supported the families of the disappeared, providing them with documentation and legal aid. This attention ultimately forced mainstream media to speak out on the issue and as a result, the state's National Council for Human Rights (NCHR) was obliged to report more than 100 cases of disappearances to the Ministry of Interior. After initial denials, in an embarrassing U-turn, the Ministry of Interior was forced to acknowledge that the names submitted by the NCHR were indeed of individuals detained by the authorities.
This campaign is perhaps one of the main reasons why our organization and its staff now face routine intimidation and come under regular attack in the media.
Our recent report on the issue concluded that the National Security Agency under the auspices of the Ministry of Interior, and the Military Intelligence Service of the Armed Forces, are involved in abduction and incommunicado detention of detainees in a number of locations including the infamous Azouli military jail.
Every human rights defender knows there can be a high price for telling the truth in the face of unjust government actions. But peaceful action, guided by the compass of the principles of humanity, is stronger than all tools of repression.
Human rights defenders must stick to their human rights compass especially in the face of ruthless intimidation. Uncovering human rights violations everywhere in the world offers inspiration and makes all human rights defenders stronger in their respective country. A human rights battle won in one country and brings us all one step closer to freedom and justice.

المرزوقي يتهم الإمارات بتمول الانقلابات والثورة المضادة والخارجية التونسية تدين تصريحاته

 تونس ـ “القدس العربي”: دعا الرئيس التونسي السابق ورئيس حزب “حراك تونس الإدارة” منصف المرزوقي إلى مؤتمر إنقاذ وطني، معتبرا أن الحكومة الحالية “لا مستقبل لها”.
وقال المرزوقي في لقاء مع قناة “فرانس 24″ إن “الشعب أعطى للرئيس والحكومة مهلة سنة وتبين أن كل الوعود كانت مجرد مزايدات”. وبشأن القوى الأجنبية المتدخلة في الشأن التونسي، اعتبر أن الإمارات “عدوة الثورات وتمول الانقلابات” محذّرا من تدخل قوى خارجية في الشأن التونسي والتأثير على البلاد.. مضيفاً : الامر لم يتم في تونس وحدها .. بل حدث تآمر في كل دول الربيع العربي مثل مصر وليبيا وسوريا. فيما امتدح قطر “لوقوفها إلى جانب الثورة التونسية ولا تفعل مثل الامارات التي تذهب اموالها لجيوب هذا وذاك” بحسب تعبيره.
وأدانت وزارة الشؤون الخارجية التونسية تصريحات المرزوقي، واعتبرت الوزارة في بيان أنه من شأن هذه التصريحات أن تعكر أواصر الأخوة العميقة بين تونس والإمارات وتوتر العلاقات المتميزة بين البلدين الشقيقين.

صدمة المعارضة السورية بالموقف الأميركي

إذا كانت المعارضة السورية اكتشفت طبيعة السياسة الأميركية، فآمل أن تكتشف السبب الذي جعلها تسير نحو الوهم طيلة سنوات خمس، وأن تعرف أن المصالح هي ما يحرّك الدول الكبرى.

تبدو المعارضة السورية متفاجئة بالموقف الأميركي في ما يخص الوضع السوري، و"اكتشفت" أن أميركا هي أقرب إلى الموقف الروسي، وتريد إرضاء روسيا. مفاجأة متأخرة خمس سنوات، رغم أن كل التركيز يقوم على أن تلعب أميركا دوراً مختلفاً.
بمعنى أن المفاجأة لم تؤد إلى "قطع الأمل" في الموقف الأميركي، والتفكير في سياسة مختلفة عما مارسته طيلة السنوات الخمس، وفهم لماذا كانت المراهنة أصلاً على أميركا، ولماذا تبيّن أن تقدير الموقف الأميركي كان خاطئاً؟

حين بدأت الثورة السورية كانت معظم النخب ترى أنها "الحليف الطبيعي" "للغرب"، وبالأساس لأميركا، هذا ما جعلها تضع كل مراهنتها على دور أميركي، وصل إلى طلب التدخل العسكري.

وإذا كان الصراع مع النظام، الذي كان يعد "اشتراكياً" وحليفاً للسوفيات، قد جعل جزءاً من المعارضة -ومن النخب- يصطفّ مع "الغرب"، فإن انهيار الاتحاد السوفياتي دفع كثيرا من نخب اليسار نحو "الغرب"، حيث انقلبت من "معادٍ شرس" ضد الإمبريالية إلى معادٍ للاشتراكية، ويرى أن الرأسمالية هي "المثال"، والمطلب. لقد انخرطت في التيار الذي "يقدّس" الرأسمالية، ويرى أنه جزء من "الحلف الغربي".
شهدت مرحلة ما بعد الاشتراكية إطلاق الطغم الرأسمالية مشروع العولمة، الذي يعني في جوهره مصالح الطغم المالية التي أرادت أن ينفتح السوق العالمي أمام حركة الأموال دون قيود، لكي يصبح "الاستثمار قصير الأجل" هو الفاعل الأول، وهذا تعبير مخفف عن عمليات المضاربة المالية التي باتت تطبع النمط الرأسمالي أكثر من أيّ شيء آخر.
ولقد ركّز الخطاب العولمي على "الترابط العالمي" و"الحرية والديمقراطية"، هذه المسألة التي كانت تمسّ بشكل مباشر النخب التي تعيش في نظم استبدادية شمولية؛ لهذا انخرطت تلك النخب في "المسار العولمي"، متبنية خطابه، ومعتبرة أن العولمة "حقيقة" مطلقة، ثابتة ونهائية. وموافقة على أن الرأسمالية هي "نهاية التاريخ"، وأيضاً معتبرة أن هذه "حقيقة مطلقة".
بالتالي، رأت أنها جزء من هذا التيار العولمي، وكذلك من "الحلف الأميركي" في العولمة، حيث كانوا ينطلقون من محورية الدور الأميركي، وهو ما كانت تؤكده -بالنسبة لهم- سياسات أميركا التدخلية في العالم بعد انهيار الاتحاد السوفياتي، مثل التدخل فيالعراق سنة 1991، وفي يوغوسلافيا السابقة سنوات 1995 و1998. لكن ربما الأهم هو اعتبار أن التغيير الذي حدث في بلدان أوروبا الشرقية (الاشتراكية سابقاً) وفي روسيا، هو من فعل أميركي، ونتيجة العولمة.
هذا "المناخ" هو الذي كان يحكم معظم النخب السورية ومعظم أحزاب المعارضة كذلك، حيث الاصطفاف "الغربي" أولاً، وتبني خطاب العولمة ثانياً، ووضع الأمل في الدور الأميركي ثالثاً. 
لهذا حين بدأت الثورة لم يتشكك هؤلاء في أن أميركا سوف تأتي لنجدتهم في مواجهة نظام يعتقدون بأنه ذو جبروت ليس بمقدورهم هم إزاحته، حتى بعد بدء الثورة وانفجار الشعب في حراك مصمم على إسقاط النظام.
هنا استعيدت لحظة "التدخل" في العراق سنة 2003، أي لحظة احتلال العراق دون أن يجدوا في ذلك احتلالاً، وأيضاً لحظة تدخل الحلف الأطلسي في ليبيا مع بدء الثورة السورية تقريباً، ولهذا كانت الإستراتيجية التي حكمت نشاط بعض أطراف المعارضة، وآمال الكثير من النخب والمعارضين، تتمثل في أن "معاداة أميركا للنظام" سوف تدفعها لأن تستغلّ الحراك من أجل التدخل.
لكن كان يجب "ترويض" الشعب لكي يقبل ذلك، من أجل ذلك جرى وضع "إستراتيجية" تنطلق من البدء بالحديث عن "حماية المدنيين" ويتصاعد لكي يردفه الحديث عن "الحظر الجوي" وصولاً إلى الدعوة الصريحة للتدخل العسكري.
هذا ما ظهر من فرض تسمية أحد أيام الجمع "جمعة حماية المدنيين"، لحقتها بعد مدة "جمعة الحظر الجوي"، ومن ثم مال الخطاب الإعلامي لأطراف معارضة نحو القول بضرورة التدخل العسكري.
في هذه الأجواء تشكّل المجلس الوطني السوري من تحالف جماعة الإخوان المسلمين وإعلان دمشق ومجموعة ليبرالية. الذي تشكّل لكي يكون مدخل الدعوة للتدخل العسكري "الغربي"، وأن ينصّب بديلاً عن النظام عبر ذلك.
"رغم تشكيل الائتلاف، الذي بدا واضحاً أنه أتى في سياق تفاهم أميركي روسي، ظلت الأجواء المنتظرة للتدخل الأميركي، أو بمدّ الكتائب المسلحة "بسلاح نوعي"، هي المسيطرة، وظل التعلق "بالحبيب الأميركي" قائماً"
وكانت المراهنة على تدخل أميركا، خاصة أنه الأساس الذي أقام إستراتيجيته عليه، ونشط لمدة عام لكي يصبح "الممثل الشرعي الوحيد" للثورة، والداعي لإسقاط النظام عبر التدخل العسكري.

ورغم تشكيل الائتلاف، الذي بدا واضحاً أنه أتى في سياق تفاهم أميركي روسي، ظلت الأجواء المنتظرة للتدخل الأميركي، أو بمدّ الكتائب المسلحة  "بسلاح نوعي"، هي المسيطرة،
وظل التعلق "بالحبيب الأميركي" قائماً.
المفاجأة
الآن، يتفاجأ هؤلاء بالموقف الأميركي الممالئ لروسيا، والرافض تقديم سلاح نوعي في مواجهة الطائرات التي تقتل الشعب وتدمر المدن والبلدات، ومن ثم قبول المنظور الروسي للحل، الذي يبقي بشار الأسد، على الأقل للسنة القادمة.
مفاجأة كبيرة لنخب ومعارضة ارتبطت "روحياً" بأميركا، وربما يؤدي إلى "جلطة دماغية"، لكن هذه هي الحقيقة التي كانت واضحة منذ البدء، ولكن الانسياق العنيف خلف "الغرب"، والعشق اللامتناهي لأميركا، كان "يعمي الأبصار"، ويدفع إلى تجاهل مواقف أميركية كانت تؤشّر إلى السياسة الأميركية التي لم تكن في وارد التدخل، وحتى الدعم العسكري، أو حتى السياسي.
هذا ما حاولت الإشارة إليه منذ البدء، حيث كان واضحاً أن الأزمة المالية التي حدثت سنة 2008 انعكست سلباً على مجمل السياسة الأميركية التي جرى اتباعها منذ انهيار الاتحاد السوفياتي، وخصوصاً منذ رئاسة جورج بوش الابن، حيث أشّر نجاح باراك أوباما برئاسة الولايات المتحدة إلى سياسة انكفائية، تبلورت منذ سنة 2010، وتحددت سنة 2012، بأولوية منطقة آسيا والمحيط الهادي، وهو الأمر الذي كان يعني الانسحاب من "الشرق الأوسط"، وأيضاً تغيير السياسة العسكرية القائمة على التدخل والاحتلال، حيث نجح أوباما تحت شعار سحب القوات الأميركية من أفغانستان والعراق، وعدم التورط في حروب جديدة.
ظهر ذلك عملياً في كبح السعي التركي الفرنسي للتدخل عبر الحلف الأطلسي، ورفض إيصال الأسلحة للثورة بعد أن بدأ العمل المسلح ضد النظام، ومنع تركيا من إيصال الأسلحة.
إضافة إلى الموقف الشكلي الذي كان ينتقد عنف النظام فقط، ولم ينطق أوباما برحيل بشار الأسد إلا متأخراً، ولقد طلب أوباما بداية سنة 2012 من روسيا "رعاية مرحلة انتقالية في سوريا، كما حدث في اليمن"، وهي السياسة التي أوصلت إلى صياغة مبادئ جنيف1 في الثلاثين من يونيو/حزيران 2012، والتي باتت السياسة الرسمية للإدارة الأميركية.
وهي التي فرضت السعي الأميركي لتجاوز المجلس الوطني السوري وتشكيل الائتلاف الوطني السوري، الذي كانت مهمته أميركياً القبول بالحل الروسي. ورغم التأكيد الأميركي بضرورة رحيل الأسد، ظل الهمّ الأميركي هو التفاهم مع روسيا، وتقديم التنازلات لها، والتوافق على أرضيتها في ما يتعلق بالحل السوري، مع الاستمرار في منع تسليح الكتائب المسلحة بأهم سلاح ضروري لوقف القتل والتدمير، أي الصواريخ المضادة للطائرات، وتركيز "التدخل" الأميركي على "محاربة داعش" (تنظيم الدولة الإسلامية) فقط، ومحاولة تحويل الذين يقاتلون النظام إلى قتال داعش فقط، تحت عنوان تدريبهم.
وأخيراً دعم "جيش سوريا الديمقراطية" الذي يقاتل داعش، ويقاتل الكتائب المسلحة كذلك.
كل هذه السياسات لم توصل هذه المعارضة إلى أنه ليس في وارد أميركا التدخل العسكري، بل ظلت المراهنة التي تقيم المعارضة سياستها على أساسها تتمثل في أن أميركا سوف تكتشف أن عليها التدخل العسكري.
وكانت تنتظر هذه اللحظة، لتفاجأ أخيراً أن أميركا أقرب إلى روسيا في الحل السوري، وكما كنت أقول: أميركا باعت سوريا لروسيا. هل يعني ذلك إنهاء المراهنة على "الدعم الأميركي"؟ ربما لا، حيث إن المسار الذي صارت هذه المعارضة به لا يسمح لها "بالخروج عن النص"، فقد انحكمت لسياسة الدول الداعمة، وأيضاً للمنظور "الأيديولوجي" الذي انحكمت له واشتغلت على أساسه، أقصد "التعلق بالغرب".
أميركا إذن تخون مريديها الذين تعلقوا بشعارات الحرية والديمقراطية، لكن المشكلة في هؤلاء المريدين الذين كان منظورهم الأيديولوجي أقوى من قدرتهم على فهم الواقع، ومعرفة وضع العالم بعد الأزمة الاقتصادية الأميركية، وسياسة أميركا للانسحاب، والتفاهم مع روسيا في إطار تحالف عالمي، كانت ترى أنه ضروري لحصار الصين.

وفي هذا السياق، قبلت أن تسيطر روسيا على سوريا، التي لم تعد تعني شيئاً لها، وفي هذا السياق لم تكن معنية بدعم المعارضة، ولا بانتصار الثورة، الثورة التي تشكّل حالة رعب للرأسمالية عموماً، بل كانت معنية بتدميرها.

لهذا لم تعترض على كل القتل والتدمير اللذين مارستهما السلطة السورية، ولا على تطييف الثورة وتشويهها. وبهذاكانت سياسة المعارضة المراهنة على التدخل الأميركي مضرّة بالثورة ومربكة لها، دون أن تستفيد شيئاً، حيث كانت الأوهام هي محرّكها، والسعي للقفز على السلطة هو هدفها.
لقد "كشفت" المعارضة طبيعة السياسة الأميركية، آمل أن تكتشف السبب الذي جعلها تسير نحو الوهم طيلة سنوات خمس، وأن تعرف أن المصالح هي ما يحرّك الدول الكبرى، وأن مصالح أميركا كإمبريالية الآن هي بالتفاهم مع روسيا، وتقاسم العالم معها، وضمن ذلك تعترف بأن سوريا لروسيا، ولهذا تقبل بالحل الذي يفرضه الروس، وربما تقبل بالحل العسكري الروسي.
وربما ما كانت تسعى إليه سابقاً قد تحقق بقوى أخرى، حيث جرى تدمير سوريا وتهجير أكثر من نصف شعبها، وأعيدت إلى عصور سحيقة، كما فعلت هي في العراق، ويجب أن تعرف أن الدول الإمبريالية ليست حليفة لثورات الشعوب، ولن تكون، بل إن خوفها من الثورات في ظل وضع رأسمالي متأزم يجعلها تدعم تدمير الثورات.

التحالف الاستراتيجي بين النظام السوري وإسرائيل

ليس صحيحاً أن الرئيس المصري الراحل أنور السادات أول من وقع معاهدة سلام مع إسرائيل، يجادل كاتب سوري. لقد سبقه إلى ذلك الرئيس السوري حافظ الأسد عندما وقع معاهدة سلام غير معلنة مع الإسرائيليين عام 1974 أي قبل حوالي خمس سنوات من معاهدة السلام المصرية الإسرائيلية. وهناك من يصف اتفاق فصل القوات بين إسرائيل وسوريا بأنه معاهدة سلام كاملة الأوصاف، لكن غير معلنة، لأنها فقط لم تتوج بفتح سفارة إسرائيلية في دمشق. أما ما عدا ذلك فقد كان سلاماً كاملاً وشاملاً بين نظام الأسد والإسرائيليين، بدليل أن النظام لم يطلق رصاصة واحدة على إسرائيل على مدى اربعين عاماً، لا بل كانت المستوطنات الإسرائيلية على الحدود السورية أفضل مكان آمن للاستجمام بالنسبة للإسرائيليين. 
لكن لا بد من الاعتراف بعبقرية النظام السوري وأذرعه الإعلامية التي استطاعت على مدى عقود أن تقنع غالبية السوريين وحتى العرب، زوراً وبهتاناً وإرهاباً، بأن نظام الأسد عدو مبين لإسرائيل. خمسون عاماً والنظام يُشهر سيف العمالة لإسرائيل ضد معارضيه. وكان، إذا أراد أن يقضي على أي مواطن سوري، يتهمه فوراً بالعمالة لإسرائيل. وقد ظن السوريون على ضوء ذلك، أن النظام يعادي إسرائيل حتى الموت، وأن أكبر خطيئة يمكن أن يقترفها السوري هي العمالة لإسرائيل بنظر النظام. لكننا اكتشفنا بعد نصف قرن أن النظام كان يستخدم تهمة العمالة لإسرائيل فقط للتغطية على عمالة النظام نفسه لإسرائيل. ومما يؤكد ذلك أن مسؤولاً أمريكياً كبيراً سألوه ذات يوم عن الموقف الأمريكي من الإعلام السوري المعادي جداً لأمريكا، فأجاب المسؤول: «نحن لا يهمنا ما يقوله نظام الأسد وإعلامه، بل يهمنا ما يفعله لنا. فلو طلبنا منه مثلاً أن ينجز لصالحنا عشرين بالمائة فقط من أمر ما، كنا نراه يتصل بنا في اليوم التالي ليقول لنا: لقد أنجزت لكم الأمر مائة بالمائة. أي أنه دائماً يفعل أكثر مما نطلب منه. وبالتالي، لا بأس أن يهاجمنا إعلامه ليل نهار، طالما في الجوهر هو أحد أخلص وكلائنا». ولا ننسى تقرير وكالة الاستخبارات الأمريكية عام 2012 عندما وصفت نظام الأسد بأنه «أنشط عملائنا في المنطقة». ولو قرأنا كتاب «سنوات التجديد» لوزير الخارجية الأمريكي الأسبق هنري كسنجر لتفاجئنا كثيراً بإطرائه الدائم على صديقه حافظ الأسد الذي كان ينسق كل عملياته العسكرية في لبنان على مدى ربع قرن مع الإسرائيليين. ويذكر كسنجر أن حكمت الشهابي رجل حافظ الأسد الشهير اتصل ذات يوم بالقيادة الامريكية لعرض دخول القوات السورية إلى لبنان. وعندما أخبروه أن اسرائيل لن تقبل بذلك، رد الشهابي: نحن عبارة عن قوات حفظ سلام ليس أكثر». ويضيف كسنجر بأن القوات السورية دخلت لبنان على أساس اتفاق ضمني بين إسرائيل وسوريا. وكل خطوة كانت تتقدم بها القوات السورية كانت بتسامح ومباركة إسرائيلية. 
ويذكر المقربون من حافظ الأسد أنه كان يعادي الأمريكيين في العلن، بينما ينسق معهم كل شيء بالسر. لهذا كان يقول لسائقه: «أعط إشارة أنك ذاهب إلى اليسار، لكن اذهب إلى اليمين». ولا ننسى أن أول مسؤول دولي اختلى ببشار الأسد لساعات قبل تنصيبه رئيساً لسوريا بعد موت حافظ الأسد بأيام قليلة كانت وزيرة الخارجية الأمريكية السابقة مادلين أولبرايت. وبعد انتهاء الاجتماع كانت كل وسائل الإعلام العربية والدولية تبارك بشار الأسد رئيساً لسوريا. 
وفي الأيام الأولى للثورة سمعنا ما قاله مدير أعمال بشار الأسد التجاري رامي مخلوف لصحيفة واشنطن بوست عندما قال: «أمن إسرائيل من أمن النظام السوري، وإن أي مكروه يحصل للأسد سينعكس سلباُ على إسرائيل». وقبل مدة سمعنا ما قاله نائب وزير الخارجية الإيراني حرفياً حينما قال إن سقوط الأسد سيشكل خطراً كبيراً على أمن إسرائيل، وكأنه يتوسل الإسرائيليين بأن يحافظوا على كلب حراستهم. 
وها هو تشك هيغل وزير الدفاع الأمريكي الأسبق يقول يوم أمس: «يجب تجاوز مسألة رحيل الأسد، فهو لم يكن في يوم من الأيام عدواً لنا ولا لحليفتنا إسرائيل». 
طبعاً ظل البعض يشكك في دعم إسرائيل لنظام الأسد حتى أثبتت الأشهر القليلة الماضية تماماً أنه لولا الغطاء الإسرائيلي لما استمر الأسد حتى الآن، وأن الذخر الاستراتيجي للصهيونية ليس الرئيس المصري المسكين حسني مبارك الذي سقط خلال ثمانية عشر يوماً، بل الرئيس الذي فعل الأفاعيل بسوريا ومازال صامداً منذ خمس سنوات. ولا بد أن نتذكر أن الرئيس الروسي بوتين أعلن قبل غزو سوريا بأنه قادم لحماية نظام الأسد. والغريب أنه اجتمع قبل الغزو برئيس الوزراء الإسرائيلي نتنياهو مرتين. ماذا نفهم من التنسيق الروسي مع إسرائيل بخصوص سوريا سوى أن الطرفين باتا يحميان النظام بشكل مفضوح؟ والآن أصبح الإسرائيليون والروس ينسقون عملياتهم في سوريا من مطار حميميم الذي يقع بالقرب من مسقط رأس الأسد القرداحة. والأغرب من كل ذلك أن أكثر دولتين تطالبان بالحفاظ على الجيش السوري هما إسرائيل وأمريكا. هل كانت إسرائيل لتدعو إلى حماية جيش الأسد لو كان يشكل خطراً عليها أو يعاديها لا سمح الله؟
ويعترف السفير الإسرائيلي الأسبق في واشنطن بأن إسرائيل هي من منعت أمريكا من توجيه ضربة عسكرية للجيش السوري، لا بل إن وزير الاستخبارات الإسرائيلية زار دمشق مرات ومرات لتنسيق عملية تجريد سوريا من السلاح الكيماوي. ويؤكد مثل هذا الكلام الصحافي الأمريكي الشهير سيمور هيرش صديق الرئيس السوري عندما يقول في مقاله الأخير في مجلة «لندن ريفيو أوف بوكس» إن هيئة الأركان الأمريكية كانت تزود الجيش السوري بمعلومات استخباراتية مهمة عن مواقع جماعات المعارضة. والمضحك في الأمر أن إسرائيل هي من كانت توصل المعلومات الاستخباراتية مباشرة للجيش السوري رمز الصمود والتصدي والممانعة والمقاومة. 
وأخيراً ها هو الفنان السوري جمال سليمان ينقل حرفياً قبل أيام فقط عن لسان بشار نفسه أن الأخير أخبره في بداية الثورة أن إسرائيل لن تقبل، ولن تسمح أبداً بسقوط النظام. لا بل أعطته الضوء الأخضر كي يتصدى لكل من يعارضه بكل الوسائل. 
خمسون عاماً والنظام السوري يقمع الشعب ويدوس على أبسط حقوقه بحجة أنه في حالة حرب مع إسرائيل. فاكتشفنا أخيراً أنه مجرد عميل لإسرائيل يسحق السوريين كي تنام راعيته إسرائيل قريرة العين. لقد رفع حافظ الأسد شعار «التوازن الاستراتيجي» مع إسرائيل، بينما كان في الواقع يقيم معها تحالفاً استراتيجياً.

Putin's war in Syria is Chechnya revisited

Vladimir Putin should not think he can re-arrange the Muslim House in Syria any more successfully than he has done so in the North Caucasus

Nearly four months into its intervention, Russia is an active combatant in the Syrian civil war. This is not just an assertion. It is borne out by casualty figures and the refugee flows.
The Syrian Observatory for Human Rights confirm in their latest figures that Russian air strikes have killed more Syrian opposition fighters than they have Islamic State group fighters. The figures are 1,141 to 893 respectively. Both the Observatory and the Syrian Network for Human Rights (SNHR) put the civilian death toll from Russian strikes at between 1,000 and 1,200.
A similar picture is revealed by refugee movements since 30 September when the bombing campaign began. Over a hundred thousand refugees have fled to the Turkish and Jordanian borders. Between 5 and 22 October last year the UN reported that Russian air strikes led to the displacement of 120,000 people from Aleppo, Hama and Idlib.
The number of Syrians seeking refuge on the Jordanian border was 3,000 in late September. That reached 12,000 by December and 17,000 by last week. Brigadier General Saber Taha Al-Mahayreh, who is in charge on Jordan's Syrian and Iraqi borders told Middle East Eye that the majority of refugees at Ruqban came "[in a] short period of time, when [the Russian] attacks intensified."
The Russian military say that if a drone detects a weapons dump under a hardened cover, it is legitimate to bomb it, no matter whom it belongs to. It could always be sold on to IS. But even on targets defined as terrorist, the civilian casualty toll is great. A Russian strike recently on a prison run by Al-Nusra Front near a popular market in Idlib province killed almost as many civilians and detainees as it did Nusra fighters -  26 of the former and 29 of the latter.
More than 20 opposition leaders have been assassinated since the Russian intervention, mostly from Ahrar al-Sham, one of the biggest groups fighting Assad. Zahran Alloush, leader of Jaish al-Islam rebel group was the most high-profile victim, and his assassination by Syrian Army was thought to have been aided by Russian surveillance.
The list includes Abu Rateb al-Homsi, an Ahrar al-Sham leader in Homs area. Homsi was one of the men Assad released from Sednaya Prison to Islamise the opposition when it was largely secular and unarmed. Homsi went on to lead the Liwa al-Haqq rebel group before it merged with Ahrar al-Sham. In Riyadh, they signed an agreement supporting negotiations with the Syrian government, despite threatening to walk out of the talks.
The bombing raids and assassinations are both ways to re-arrange the chairs at the negotiating table before one has even been convened. Far from helping the peace talks take place in Geneva, the bombing campaign is killing them.
There is no agreement between Russia and America on whom in the Syrian opposition should live and whom should die, who is a "moderate" and who is a "terrorist", who is legitimate and who is not. Russia reserves the right to decide for itself, although it has Arab allies in Jordan and Egypt who agree with it. There is no dialogue between Russia and Turkey, and therefore no agreement on which Kurdish groups should be represented at the talks. There is no possibility of an Iranian delegation sitting at the same table with a Saudi one. And even if the outer ring of combatant states agree, they lack control over the militias they arm and finance.
It is clutching at straws to think that Putin has bought himself leverage with Bashar al-Assad or indeed with Barack Obama after the sanctions imposed after the Ukrainian conflict. When Putin attempted to persuade Assad to soften his response to the unarmed uprising in Deraa in 2011, the Syrian leader ignored him. Now that the war has become a question of life or death for Assad, his wife and mother, there is little likelihood of that lever working more effectively now, even if we rashly assume that peace is on Putin's agenda.
Obama is relaxed about letting Syrian fires burn, as any Syrian lobbyist in Washington will unhappily relate. He is deeply sceptical about the prospect of an early solution to the war. He knows Russia will get itself deeper and deeper into this conflict but he is not bothered. It was Putin's fundamental mistake to think that he was.
What, then, led Putin to make such a fundamental decision on 30 September? He and Assad were contemporaries as heads of state, but they were never close. Assad ignored Putin for the first five years preferring visits to Western capitals instead. It was only when Russia came to a deal on Syria debt that the first Moscow visit materialised in 2005. Similarly, Syria was not on Russia's radar until the Arab Spring and 2011 when Assad first crushed an unarmed civilian uprising in Deraa.
At the time, Putin would have listed his main regional allies as Turkey, Israel and Iran, in that order. When the Israeli premier Benjamin Netanyahu flew secretly to Moscow in a private jet to persuade Putin not to supply Iran with the latest surface to air missiles, Putin sacrificed his Iranian interests for his Israeli ones. The missiles were taken off the flat bed railway trucks destined for Tehran.
What prompted such a radical and risky decision ? Was it the imminent collapse of Assad? Was it part of a grandiose geopolitical project to restore a Soviet or indeed an Imperial Russian presence?

How Putin found his voice

One clue is a personal one, and it is to be found when Putin had no voice, no public record, and no following. 1999 was a bad year in Russia. Rival oligarchs were running riot. Not for the first time since 1992, the Russian state felt as if it was being shaken apart. Enter an unknown and untested hireling from Petersburg.  
Putin, often described as a creature of the KGB, owed his rapid promotion to Moscow to the Family, Yeltsin's self-serving band of oligarchs and neoliberal economists, which were thought of by Bill Clinton as Russia's future. The nemesis of US's plans to reshape Russia in its image did not emerge from the communist party, but from the bowels of the regime Washington was supporting. Putin's career very nearly foundered on a scandal in which Petersburg lost $100m of food imports as barter for Russian timber, oil and other raw materials.
Putin needed more than just sponsorship to become known in times of turmoil. He needed something bigger like a war. Chechen militant attacks in Dagestan and around Moscow provided him with one.
Russia lost its first campaign in Chechnya and it sued for peace. An uneasy one followed. Aslan Maskhadov, the Chechen leader, ran out of money and the better financed and equipped Wahabi-influenced field commanders under the rival leadership of the warlord Shamil Basayev began to take over. Foreigners were kidnapped. A raid was staged in Dagestan and Russia was hit by a series of apartment bombings in which over 300 died.
In one of them, a group of FSB agents in a car with Moscow plates was caught by local police in Ryazan, a city outside Moscow, planting a device. The FSB said it was a training exercise. It was never proven, but the suspicion that the bombings could have been mounted by the FSB to justify a second war in Chechnya never went away either. The ex-Russian spy who joined MI6, Alexander Litvinenko, claimed to have more evidence on the apartment bombings. A British inquiry found that his poisoning was "probably ordered" by Putin.  
Putin found his voice, which he took from the street: "We'll get them anywhere. If we find terrorists in the shithouse, then we'll waste them in the shithouse. That's all there is to it." That voice is still the one he uses today in Syria.
The Second Chechen war made the first seem restrained in comparison. The savagery was not one sided. The Nord-Ost theatre siege, the Moscow metro bombings were Chechen militant atrocities. Pure terrorism which in the case of Beslan, targeted Russian children. The savagery of Russian counter-insurgency in Chechnya was however sustained. The following is a taste of it.
The late and much missed Anna Politkovskaya described in her last book " A Russian Diary" a video taken during a transfer of Chechen prisoners by the Special Operations Unit of the Russian Ministry of Justice. These fighters were allegedly "amnestied" after an assault on the village of Komsomolskoye in February to March 2000. Anyone interested in the fate of Syria should re-read this.
"The video is like a feature film from a fascist concentration camp. This is precisely the way the guards behave, their assault rifle at ready lined down a hill, at the bottom of which is the railway track with the waiting wagons. The men and boys (one is clearly 15 to 16 ) are flung from vans or themselves jump to the ground. They are all in bad physical shape, some being carried by their friends. All are wounded. Some are without legs, some without arms; the ear of one of them is hanging off, half-severed. The soldiers can be heard commenting: "Look they did not take that one's ear off properly." Many are completely naked, barefoot, covered in blood. Their clothing and footwear are tossed out of the vehicles separately. The fighters are completely exhausted. Some do not understand what is required of them and stumble about in confusion. Some are insane. On the video the soldiers beat them in a routine, automatic sort of way, as if they are doing it out of habit. There are no doctors to be seen. Some of the stronger fighters are ordered to pull from the vans the bodies of those who have died during the transfer and drag them to one side. At the end of the video there is a mountain of corpses of the amnestied prisoners by the railway track."
Politkovskaya's report is posthumous. She was to lose her life for reports like this, along with human rights activist Natalya Estemirova, the two members of the parliamentary commission investigating the flat bombings and a host of other honest souls. The trail of blood usually led back to the man Putin put in charge of Chechnya, Ramzan Kadyrov, the younger son of an assassinated Chechen rebel turned Moscow placeman.
Politkovskaya was the daughter of a Soviet diplomat, probably also a senior KGB man. As a child of the Soviet elite, she had the fearlessness of an insider. When she reported about abuses perpetrated by Russian servicemen, she also reported abuses on Russian soldiers, such as treatment terrified conscripts received from hazing. Politkovskaya was a Russian patriot.
George W. Bush had Putin's back during this period, although the European Court of Human Rights in Strasburg was overwhelmed with referrals. It was a marriage of convenience. Russia supported the War on Terror, as long as Bush subsumed Russia's campaign in Chechnya into it. The same process continues to this day, although there is more reason to conflate the insurgency in the North Caucasus with IS, as this is what the militants themselves do. The Russian response to Chechnya is a textbook example of how to breed a generation of suicide bombers. Russia went out of its way to assassinate the middle ground as it, and Assad, is now seeking to do in Syria.
The war that Putin restarted in 2000 has never left him, just as the Iraq invasion three years later has never left America or Britain. Russian military intelligence today claims there are 3,000 Russian Federation nationals and 4,000 from the post-Soviet space fighting Assad in Syria. That is 7,000 fighters ready to return and fight on the streets of Moscow. When Putin sees IS or Syrian opposition forces, he sees the same enemy that Russia has been fighting in the North Caucasus and in Tajikistan in Central Asia for the past three decades.

Libya

The second driver of his calculations in Syria is Libya. Dmitry Medvedev's career has not recovered from his decision to abstain in the vote for the UN resolution that paved the way for the NATO intervention. When Gaddafy was killed (Russians claim with French and British involvement) a hue and cry went up in Moscow. Medvedev was denounced as traitor. A high-quality film appeared on the internet saying as much. Russia's worst fears were realised when the Libyan state fell apart and they say they are determined not to repeat the experience in Syria.
"In general the issue of regime change, toppling regimes and promoting democracy or whatever, it was what Putin was afraid of. It was regarded as a form of pressure on behalf of the West, there was a regional balance in the Middle East, and to remove Assad, to destroy this country, it was regarded as a disaster. To turn Syria into another Libya was totally unacceptable. This was the thinking." one Russian expert said.
Putin then is set not just on keeping the Syrian state intact. With this objective many would agree. He is also fighting against the Arab Spring in all forms and with all the means at his disposal. His praise of, and support for the military coup leader Abdel Fattah al-Sisi in Egypt is based on nothing less.
What follows is a contest of wills, trench warfare, First World War style. The campaign will be fought as much on the economic as the military front. Putin claims he has the foreign reserves to see the current crisis created by record low oil prices out. He said in his last interview with Die Zeit, that his central bank has $350bn in gold and foreign currency reserves along with two reserve funds of $70bn each: "We believe that we will be steadily moving towards stabilisation and economic growth," he said.
Russian economists such as Vladislav Inozemtsev and Stanislav Tkachenko are more sceptical. Tkachenko said the cost to Russia of severing ties to Turkey could exceed $30bn. "The fragile shoots of economic growth in Russia, after nearly a year of recession, would be torn out of the ground," he added.
Saudi Arabia has bigger pockets than Russia, and several other reasons to keep the price of a barrel at records lows - squeezing shale oil out of them market and doing its best to hamper Iran's re-entry into global markets.
All the signs point to a prolonged and protracted Russia military intervention. Look for accommodation blocks being built for the families of Russian pilots in Latakia. Six-week rotations will not do.
Each foreign intervention in Syria creates its own dynamic. Russia's is no exception. Their bombing raids have left thousands more Syrian fighters with a score of their own to settle. They have TOW missiles and they pray for Russian tanks to come into range. The popular rage is great. Putin should not think he can re-arrange the Muslim House in Syria any more successfully than he has done so in the North Caucasus. If he were wise, he should plan his exit strategy now.

تسجيل صوتي يكشف تورط سماحة وبثينة شعبان

بثت وسائل إعلام لبنانية تسجيلاً صوتياً لاتصال هاتفي بين الوزير السابق ميشال سماحة المتهم بنقل متفجرات من سوريا إلى لبنان للقيام بأعمال إرهابية، وبين بثينة شعبان مستشارة الرئيس السوري بشار الأسد، يتحدثُ فيه الطرفان عن نقل أشياء من دمشق إلى بيروت للبدء بعمل ما

وجاء هذا التسجيل قبل ساعات من جلسة لمحكمة التمييز العسكرية صباح الخميس للاستماع لسماحة في إطار إعادة محاكمته في القضية التي كان قد حكم عليه فيها بالسجن أربع سنوات انقضت بداية العام الحالي.

كما يأتي التسجيل بعد بث تسجيلات مصورة تظهر سماحة وهو يعترف أمام المحققين بما كان يُخطط له من تفجيرات في لبنان بإيعاز من النظام السوري.
وقد أرجئت جلسة إعادة المحاكمة إلى يوم 4 فبراير/شباط المقبل. وهي المرة الأولى التي يمثل فيها سماحة أمام المحكمة بعد إخلاء سبيله الأسبوع الماضي بكفالة مالية بلغت قيمتها مئة ألف دولار.

وكان قرار إخلاء سبيل سماحة قد قوبل -ولا يزال- بانتقادات من أطراف عدة، بينها أهالي الموقوفين الإسلاميين الذين اعتصموا أمام المحكمة العسكرية، وطالبوا إما بمعاملة أبنائهم أسوة بسماحة أو بإعادته إلى السجن لما كان يخطط له من تفجيرات.

كما كان وزير العدل اللبناني أشرف ريفي الرافض لقرارات المحكمة العسكرية، قد أحال إلى الحكومة طلباً لنقل القضية إلى المجلس العدلي، وهو أعلى سلطة قضائية في لبنان.

Russian airstrikes in Syria have killed more than 1,000 civilians since they were launched almost four months ago, a monitoring organisation has said.
The raids, which started on 30 September, have killed 1,015 civilians, including more than 200 children, the Britain-based Syrian Observatory for Human Rights (SOHR) said on Wednesday.
The group, which relies on a network of sources on the ground for its reports, said the strikes had also killed 893 Islamic State jihadis and 1,141 other opposition militants, including members of al-Qaida affiliate al-Nusra Front.
The toll of 3,049 includes almost 700 deaths in just three weeks.
Russia is a staunch ally of President Bashar al-Assad’s government and has coordinated its strikes with Damascus, saying it is targeting Isis and other terrorist groups.
But activists and Syrian rebels accuse Moscow of focusing more on moderate and Islamist opposition fighters than Isis.
Russia has previously dismissed accusations that its raids have killed civilians as absurd and said claims by rights groups of such deaths were made up of “cliches and fakes”.
The SOHR says it differentiates between strikes by Russia, US-led coalition warplanes and the Syrian regime based on the type of aircraft and the munitions used.
A coalition led by Washington has also been carrying out strikes against Isis in Syria since September 2014, but it does not coordinate its raids with Damascus.
Those strikes have killed 4,256 people since they began, among them 322 civilians, including more than 90 children, according to the SOHR.
The monitor said the strikes had also killed 3,787 Isis fighters and almost 150 militants from other extremist groups including al-Nusra Front.
