UAE, Egypt back launch of new Syrian opposition movement

'Syria's tomorrow' was launched by former Syrian National Coalition chief Ahmed Jarba during a Cairo conference attended by senior officials from Egypt, Syria, Lebanon, Palestine and Russia.
The former head of the Syrian National Coalition has launched a new opposition movement - backed by Egypt and the UAE - in what appears to be a major shift in the parties involved in the Syrian conflict.
Ahmad Jarba proclaimed the formation of the Ghad al-Suri ["Syria's Tomorrow"] movement late on Friday in the Egyptian capital.
Syrian opposition figures, Egyptian and Lebanese officials - and a Russian embassy envoy - were among those who attended the inauguration conference in Cairo. Pro-regime figures were also noted to have attended the launch.

Fatah's former Gaza security chief, Mohammad Dahlan, who has taken a new role in a Russian-Emirati-Egyptian alliance, also attended the launch of the new movement.

Sources close to Jarba told The New Arab that Jarba was attending a closed meeting in a hotel owned by the Egyptian intelligence service on Saturday with Dahlan and Qassem Khatib, a senior opposition leader backed by Syrian President Bashar al-Assad.

Dahlan, who had been accused of rights abuses while security chief in Gaza, has been in exile in the UAE since 2011, after allegations that he had a role in the alleged poisoning of Palestinian leader Yasser Arafat.
He currently serves as a security adviser for Mohammed bin Zayed, the Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces.
Mohamed Bassam al-Malek, an Egypt-based Syrian opposition figure, said that the new movement comes amid Russia's "dirty work" against the Syrian opposition ahead of the upcoming Riyadh talks.
"Russia is seeking an alternative movement in case it has to withdraw its support for Assad remaining in power," Malek told The New Arab.
"Moscow will take any alternative to Assad that allows its troops to remain as long as possible in Syrian territories," he added.
According to an Egyptian diplomatic source in the foreign ministry, Cairo will support any efforts to unite the Syrian opposition.
The source also added that Egypt's stance on the Syrian conflict did not clash with that of Saudi Arabia - but they are not matching either.
Egypt does not support Assad himself, the source argued, but it "supports any regime or civil movement that counters extremism".
Meanwhile, sources told The New Arab that a delegation from the Islamist Palestinian Hamas movement was also visiting Cairo on Saturday to meet with Egyptian intelligence officials.
This will be Hamas' first visit to Cairo since Islamist President Mohamed Morsi was ousted by a military coup in 2013.
The delegation is set to meet with Egypt's intelligence chief Khaled Fawzy, following a prior agreement with Hamas' political bureau chief Khaled Mashaal.

أثار تدشين الرئيس السابق لـ الائتلاف الوطني السوري المعارض، أحمد الجربا، لتيار سياسي جديد تحت مسمى "الغد السوري"، أمس في العاصمة المصرية القاهرة، بحضور عدد من الشخصيات المعارضة السورية، ومندوب عن السفارة الروسية، جدلاً في الأوساط السورية المعارضة، ولا سيما أن التيار جاء في إطار تحالف إماراتي مصري، وبرعاية من القيادي الفلسطيني المفصول من حركة فتح، محمد دحلان.

وكشف مصدر مقرب من الجربا عن اجتماع مصغر مغلق، يعقد اليوم السبت، بأحد الفنادق التابعة لجهاز الاستخبارات المصري، يحضره كل من الجربا ودحلان، إضافة إلى أحد أبرز قيادات المعارضة السورية المدعومة من نظام بشار الأسد بالقاهرة، قاسم الخطيب.
وقال القيادي بالمعارضة، محمد بسام الملك، المقيم بمصر، لـ"العربي الجديد"، إن تيار "الغد السوري"، يأتي في إطار التحركات الروسية القذرة بحسب تعبيره، في ضرب المعارضة السورية قبل مؤتمر الرياض المقبل. وأضاف أن روسيا تسعى لضرب المعارضة، بحيث إنه في حال عدم حضور وفد الهيئة العليا للمفاوضات المزمع عقدها، تكون قد جهزت وفداً آخر من 15 معارضا تابعين لها، موضحاً أن الجربا بعد أن كان يمثل التوجهات السعودية سابقا، بات يبحث له عن دور جديد، في إطار تحالف المحور الروسي، والإماراتي، والمصري، في مواجهة المحور السعودي، والتركي، والقطري، وفقاً لكلامه.

وتابع أن "روسيا باتت تسعى لخلق تيار بديل، في حال اضطرت للتنازل عن بقاء الأسد"، لافتا إلى أن "موسكو ليست متمسكة بالأسد كشخص، ولكن في حال توافر بديل يضمن لها ولقواتها التواجد بالأراضي السورية لأطول مدة ستوافق عليه".

وشدد المسؤول المعارض على أن
تيار "الغد السوري" الجديد، يأتي في إطار دعم فكرة تقسيم سورية التي بدأت مؤسسات دولية بطرحها، في إطار خطة جديدة لتقسيم المنطقة، لتكون بمثابة سايكس بيكو جديدة، مؤكداً أن المعارضة السورية الشريفة في الخارج ترفض هذا التوجه.
في المقابل، قال مصدر رسمي دبلوماسي مصري بوزارة الخارجية، إن القاهرة تدعم أي تحرك يوحد المعارضة السورية، لافتاً إلى أن دعم مصر لتيار الجربا الجديد، ليس معناه دعم تقسيم سورية، ولكن هو دعم لأي تيار جاد.

وشدد المصدر، على أن الموقف المصري بشأن الملف السوري لا يصطدم مع وجهة النظر السعودية، ولكنه لا يتطابق معه، مؤكداً أن مصر ليست متمسكة بشخص بشار الأسد، ولكنها مع أي نظام أو تيار مدني يحافظ على سورية، ويكون مضاداً للتيارات المتطرفة، لافتاً إلى أن وجهة النظر السعودية تقوم على أنه يتم التخلص مبدئياً من الأسد، ثم بعد ذلك تتم مواجهة التنظيمات المتطرفة، وهو ما تختلف معه القاهرة بأنه في حال سقوط الأسد قبل التخلص من التنظيمات المتطرفة، سيقود ذلك المنطقة إلى كارثة محققة.
وكانت القاهرة قد شهدت أمس الجمعة، تدشين ما يعرف بتيار "الغد السوري"، برئاسة الرئيس السابق لـ"الائتلاف السوري" المعارض، أحمد الجربا، في حضور كل من محمد دحلان، المستشار الأمني الحالي لولي عهد أبو ظبي محمد بن زايد، بالإضافة إلى مندوب من السفارة الروسية بالقاهرة، وآخر عن مسعود برزاني رئيس إقليم كردستان، بالإضافة لوزير الخارجية المصري سامح شكري.

الثورة لأجل أبو الغيط؟

"لماذا قمنا بالثورة؟ أنا لا أعلم لماذا قمنا بالثورة". الجملة مأخوذة من مشهد في مسرحية "الزعيم" للفنان عادل إمام. الجملة لا بد أن ترد في الذهن في أثناء متابعة خبر اختيار أحمد أبو الغيط أميناً عاماً لجامعة الدول العربية. مواقف أبو الغيط السابقة

يؤشر الى أين يسير العمل العربي المشترك
، وأي دركٍ هو ماض في اتجاهه.
غير أن المشهد الأوسع قد يكون في شخص أبو الغيط وما يمثله في محيطٍ من المفترض أنه ثار لتغيير كل الوجوه والسياسات التي حكمت المنطقة العربية في العقود السابقة. ثورات جوبهت بمؤامرات مضادة متعددة الأشكال والألوان، منها ما هو داخلي بمساعدات خارجية، ومنها ما هو خارجي محض. عبد الفتاح السيسي في مصر لم يكن فاتحة هذه المؤامرات، فلها سابقات في سورية واليمن وليبيا، أخذت هذه البلاد إلى هاوية الحروب وحافة التقسيم. لعل السيسي هو خاتمة هذه المؤامرات، المسماة "ثورات مضادة"، وهي أبعد ما تكون عن مسمى الثورة.
اختيار أبو الغيط، وبإجماع الأنظمة العربية مع تحفظات قليلة،
يدعّم فكرة هذه الخاتمة التي ترسَّخ "المؤامرات" سنوات وسنوات، وتأتي لتقطع الطريق على أي آمالٍ لا تزال قائمة في إعادة الثورات إلى دربها الأساس.
ليس غريباً أن يرشح نظام السيسي أحمد أبو الغيط للأمانة العامة، فهذا النظام لم يعد يسعى إلى ممارسة التقية
في كونه امتداداً مباشراً لنظام حسني مبارك. أصبح يجاهر في ذلك
، وترشيح أبو الغيط ضمن هذه المجاهرة، فالرجل لا يملك من المؤهلات إلا أنه كان آخر وزير خارجية في عهد مبارك. وزير لم يسجل له أي إنجاز دبلوماسي سوى إنقاذ وزيرة الخارجية الإسرائيلية السابقة، تسيبي ليفني، من السقوط.
لكن، إذا كان أبو الغيط يمثل الانعكاس الأوضح لنظام السيسي، والذين يقفون حوله،
يبقى السؤال حول هذا "التوافق العربي" الذي تم في اجتماع وزراء الخارجية العرب،
علماً أن مثل هذا التوافق كان ولا يزال مستحيلاً،
لكنه حضر بشكل مفاجئ في حالة أبو الغيط
. قد يكون الأمر مرتبطاً بشقين، الأول ما يشكله الاختبار من إعادة عقارب الساعة إلى ما وراء الثورات والتغييرات،
وإيصال رسالة عامة بأن العودة إلى 2011 وتحركاتها الشعبية لم تعد مجدية
.
تتوافق مثل هذه الرسالة عليها جميع الدول العربية من دون استثناء، حتى بالنسبة إلى تونس،
والتي تعد ثورتها ناجحة نسبياً، كونها تركن إلى الآليات الديمقراطية. لا فرق بالنسبة إلى هذه الرسالة بين أنظمة ترفع رايات الممانعة ومحاربة إسرائيل، وأخرى مهادنة، أو على الأقل نائية بنفسها عن مثل هذه الشعارات.
أبو الغيط في هذه الحالة وحّدها وأمّن "التوافق العربي" اللازم للاختيار
. هذه الجزئية، تُضاف إلى أخرى مرتبطة عملياً بإيصال رسالة أخرى حول
فقدان الأمل في العمل العربي المشترك، وضرورة تسريع إعلان وفاته، وقد يكون أبو الغيط مناسباً لذلك،
باعتباره أبعد ما يكون عن الرؤى العربية، الشعبية وليست الرسمية. مثل هذا الرسالة أساساً موجودة في الأذهان العربية، ومنذ زمن بعيد، وأبو الغيط ليس إلا تكريساً لها.
من هذا المنطلق، ليس اختيار الأمين العام الجديد لجامعة الدول العربية عملية روتينية أو شكلية، بل أبعد من ذلك، وتحمل اعتبارات مباشرة وغير مباشرة كثيرة،
تدور كلها في فلك "التيئيس من التغيير"، سواء في ما يتعلق بالصراع مع إسرائيل، أو بالأنظمة الحاكمة اليوم في الوطن العربي.
محاولات قديمة، أبو الغيط آخرها، لكنها كلها في السابق لم تجدِ، وهي بالتأكيد لن تجدي،
لكنها ستزيد البين بين الشارع والأنظمة، وتضاعف الغضب المكبوت.

كانت قضية فلسطين الدافع لعقد القمم العربية في إطار الجامعة العربية، الشخص الذي انتخب اليوم لأمانتها العامة دعم عدوان إسرائيل على غزة عام 2008 علنا. وكذلك حرب اسرائيل على لبنان عام 2006. ماذا تبقى من هذه الجامعة؟ لم يبق حتى رمز!

أكدت المعارضة السورية أنها "تدرس بإيجابية" قرار المشاركة في الجولة المقبلة من مفاوضات جنيف3 بينها وبين النظام، والمقرر أن تبدأ فعلياً يوم الرابع عشر من الشهر الجاري. 

وقال رياض نعسان آغا وهو الناطق باسم الهيئة العليا للتفاوض التابعة للمعارضة السورية في تصريحات لـ "العربي الجديد" إن المعارضة السورية متمسكة بما نص عليه بيان جنيف1، وقرار مجلس الأمن الدولي 2254، وإنها "تدرس بإيجابية قرار المشاركة في الجولة المقبلة من مفاوضات جنيف3".

وشدد المتحدث ذاته على أن المعارضة ستبحث مسألة تشكيل هيئة انتقالية، ولن تبحث في قضايا أخرى.

وكان الموفد الأممي إلى سورية ستيفان دي ميستورا قال الأربعاء إن المفاوضات ستبحث تشكيل حكومة وحدة وطنية، وإجراء انتخابات بناء على دستور جديد، الأمر الذي اعتبرته المعارضة بمثابة "انقلاب على مرجعيات التفاوض".

وأشار نعسان آغا في تصريحاته لـ "العربي الجديد" إلى أن المعارضة السورية لا تمانع تمديد الهدنة بشرط إنهاء الخروقات المتلاحقة من قبل قوات النظام وحلفائه.

وكان الموفد الأممي قال الأربعاء إن الهدنة التي بدأت عند منتصف ليل 27 فبراير/ شباط لن تنتهي بعد أسبوعين، موضحاً في تصريحات صحافية في جنيف أن "اتفاق وقف الأعمال القتالية في سورية هو لأجل غير مسمى من وجهة نظر الأمم المتحدة، والقوى الكبرى".

Almost half Syria's pre-war population of 22 million have been forced from their homes

An estimated 6 million are in Syria, with more than 4 million others largely in neighbouring countries. Turkey is now home to 2.5 million Syrians – more than the pre-war population of Aleppo, Syria's largest city – and millions live in camps in Jordan, Lebanon and Iraq. Hundreds of thousands have made the perilous journey to Europe, contributing to the biggest movement of people through the continent since the second world war.

Participants

Syria's conflict is both a civil war and a proxy war, with Syrians divided by political and sectarian allegiances and backed by rival powers. It also includes a US-led fight against Islamic State, while Kurdish groups capture territory from Isis and rebel groups fleeing Russian bombs.

Who is supporting the Assad regime?

The government side includes the Syrian army and loyalist militia from the ruling Assad dynasty's Alawite sect. Iran and the Iran-backed Shia militia Hezbollah were early backers: Hezbollah has fought on the ground and Iranian Revolutionary Guard officers led Shia militia fighters from Iraq and Afghanistan against the rebels. The deployment of the Russian air force from late 2015 dramatically turned the battle for Aleppo in the government's favour.

Who is on the rebel side?

The rebel side's principal grouping includes the Free Syrian Army's brigades and factions, the conservative Islamist Ahrah al-Sham and the al-Qaida-aligned Nusra Front. Saudi Arabia, a regional rival of Iran, has backed the rebels with arms and training, as has Turkey and Qatar. A $500m US programme to train moderate rebels was abandoned in October 2015.

The other wars: Isis and the Kurds

The anti-Isis fight has had most success when US airpower backs Kurdish YPG fighters on the ground. France, the UK and other US allies have contributed to the US-led coalition and Turkey carried out bombing raids after Isis attacks at home. An emerging anti-Kurd battle reveals further complexities: Isis and the YPG have fought directly in northern Syria, while Kurdish territorial gains have seen Turkey shell the YPG.

What is the current situation?

Rebels gained control of much of north-east Syria in 2015 when a coalition called the Army of Conquest united the Nusra Front, al-Qaida's Syrian wing, with conservative Islamist factions. Russian intervention followed, shoring up the regime, and by early 2016 giving it much-needed momentum. A ceasefire was called in March 2016 as a pro-Assad offensive came close to encircling rebels in Aleppo and tens of thousands of refugees were pushed to the Turkish border. Attacks are still permitted against Nusra and Isis, who control much of the country's north and eastern desert. Kurdish paramilitaries have profited from both the US and Russian aerial campaigns, seizing large tracts of land from Isis and even encroaching on rebel-held territory around Aleppo.

Attacks against civilians in war zones across the world have grown more indiscriminate due to a myopic focus by the major global powers on fighting terrorism, the head of the international charity Médecins Sans Frontières has said.
In an interview with the Guardian, Joanne Liu, the Canadian physician and president of MSF, issued a broad indictment of how modern warfare is conducted, declaring that world powers have failed in their duty to uphold the rules of conflict, threatening a return to “barbarian times”.
“We are in a completely different way of rules of engagement in conflicts,” she said during a visit to Beirut. “I still believe that what the Geneva convention and international humanitarian law brought to conflict was to mitigate war on civilians, and by not respecting that we are going backwards a hundred years. It’s barbarian times. I don’t think in the 21st century we should allow ourselves to drift there.
“If the rules are to be changed, we want to be told,” she said.

The past few months have seen an increased ferocity of attacks on health facilities, especially in the Middle East.
Last month, airstrikes hit an MSF supported hospital in Syria’s opposition-controlled Idlib province, killing 11 people, the 14th attack on medical facilities since the start of the year. A total of 94 airstrikes and shelling attacks targeted facilities backed by the organisation in Syria in 2015 alone.
Over the past five months, two MSF hospitals have been attacked in Yemen, as well as one mobile clinic and an ambulance belonging to the organisation, which is operating in the midst of a war where a coalition led by Saudi Arabia is fighting Iranian-backed Houthi rebels.
Last October, an MSF hospital in Afghanistan’s Kunduz district was destroyed after an hour of sustained airstrikes by the United States, despite repeated calls by the charity to the American-led coalition and the fact its GPS coordinates had been provided in advance.
“I think the last [attack in Syria] and the event in Kunduz, what is striking is the precision of the attack, the insistence of the attack and the persistence of the attack over time,” she said.
MSF has continued to insist on an independent investigation into the Kunduz strikes – Liu said it was obvious the attack was very precise, since even trees around the hospital compound were completely intact, whereas much of the hospital itself was burned to the ground.

She said she suspected that the attack was because the hospital was operating in territory recently conquered by the Taliban and had been treating war-wounded on both sides of the conflict as well as civilians.
“The unspoken thing, the elephant in the room, is the war against terrorism, it’s tainting everything,” she said. “People have real difficulty, saying: ‘Oh, you were treating Taliban in your hospital in Kunduz?’ I said we have been treating everyone who is injured, and it will have been Afghan special forces, it will have been the Taliban, yes we are treating everybody.”
She added: “People have difficulty coming around to it. It’s the core, stripped-down-medical-ethics duty as a physician. If I’m at the frontline and refuse to treat a patient, it’s considered a crime. As a physician this is my oath, I’m going to treat everyone regardless.”
The organisation’s latest public relations campaign has used the slogan “the doctor of your enemy is not your enemy”.
Liu said the lack of respect for the rules of war was a consequence of the involvement of members of the UN’s security council in conflicts around the world, as well as the counter-terrorism lens through which wars were being viewed.
“Today in Afghanistan, Yemen or Syria we have four out of five permanent members of the security council that are involved in the coalition,” she said. “They have a job to preserve peace in the world. I might be naive to say that but they’re supposed to preserve something, and today they are part of and taking active roles in those conflicts.
“For Syria they passed five days ago the last resolution on cessation of violence, they passed four before that, and they never implemented it,” she added. “How can they implement this when they themselves have vested interests in the conflict?”
The increasingly indiscriminate attacks on hospitals in Syria, paired with the declaration by Bashar al-Assad’s regime early on in the conflict that facilities operating in opposition territories were considered illegal and thus a legitimate target, has prompted local hospital directors to refuse to share GPS coordinates of their facilities, a decision MSF made public last month.
“The overarching attitude that we’ve had so far is that we are sharing the GPS coordinates, but when we support health facilities or hospitals, then the medical director is the one taking the final decision,” Liu said. “We gave them our advice, and maybe it was wrong because in reality it’s not that sharing our GPS coordinates prevented Kunduz from happening, and all the different attacks we had on Yemen.
“The Saudis told us when we gave them our GPS coordinates, they just said: ‘OK, it doesn’t mean that you will have protection,’” she added.
Liu said that attacks on civilians and global crises would endure as long as the international community viewed them from a national security standpoint.
“If we continue to respond to crises through the sole lens of national security interests, we will continue to see hospitals being bombed, to see people washed up on our beaches,” she said.
But she urged a halt to attacks on hospitals in conflict zones.
“Everybody who’s been in a hospital or had a loved one in a hospital, we all relate to the idea that if you’re in a hospital in the lowest point of vulnerability, the last thing you expect is to get a bomb on your head,” she said. “When you are fighting for your life and trying to pull yourself through, or your grandmother is trying to pull through a triple bypass, the last thing you want is a bomb on your head.”
She added: “And I think that everybody, in Beirut, in Montreal, in Homs or Madaya, thinks the same thing, I think everybody believes that. That’s our common humanity.”
