The Trump presidency is in a hole

And that is bad for America—and the world

DONALD TRUMP won the White House on the promise that government is easy. Unlike his Democratic opponent, whose career had been devoted to politics, Mr Trump stood as a businessman who could Get Things Done. Enough voters decided that boasting, mocking, lying and grabbing women were secondary. Some Trump fans even saw them as the credentials of an authentic, swamp-draining saviour.

After 70 days in office, however, Mr Trump is stuck in the sand. A health-care bill promised as one of his “first acts” suffered a humiliating collapse in the—Republican-controlled—Congress (see Lexington). His repeated attempts to draft curbs on travel to America from some Muslim countries are being blocked by the courts. And suspicions that his campaign collaborated with Russia have cost him his national security adviser and look likely to dog his administration (see article). Voters are not impressed. No other president so early in his first term has suffered such low approval ratings.

It is tempting to feel relief that the Trump presidency is a mess. For those who doubt much of his agenda and worry about his lack of respect for institutions, perhaps the best hope is that he accomplishes little. That logic is beguiling, but wrong. After years of gridlock, Washington has work to do. The forthcoming summit with Xi Jinping, China’s president, shows how America is still the indispensable nation. A weak president can be dangerous—picture a trade war, a crisis in the Baltics or conflict on the Korean peninsula.
The business of government
Mr Trump is hardly the first tycoon to discover that business and politics work by different rules. If you fall out over a property deal, you can always find another sucker. In politics you cannot walk away so easily. Even if Mr Trump now despises the Republican factions that dared defy him over health care, Congress is the only place he can go to pass legislation.
The nature of political power is different, too. As owner and CEO of his business, Mr Trump had absolute control. The constitution sets out to block would-be autocrats. Where Mr Trump has acted appropriately—as with his nomination of a principled, conservative jurist to fill a Supreme Court vacancy—he deserves to prevail. But when the courts question the legality of his travel order they are only doing their job. Likewise, the Republican failure to muster a majority over health-care reflects not just divisions between the party’s moderates and hardliners, but also the defects of a bill that, by the end, would have led to worse protection, or none, for tens of millions of Americans without saving taxpayers much money.
Far from taking Washington by storm, America’s CEO is out of his depth. The art of political compromise is new to him. He blurs his own interests and the interests of the nation. The scrutiny of office grates. He chafes under the limitations of being the most powerful man in the world. You have only to follow his incontinent stream of tweets to grasp Mr Trump’s paranoia and vanity: the press lies about him; the election result fraudulently omitted millions of votes for him; the intelligence services are disloyal; his predecessor tapped his phones. It’s neither pretty nor presidential.

That the main victim of these slurs has so far been the tweeter-in-chief himself is testament to the strength of American democracy. But institutions can erode, and the country is wretchedly divided (see article). Unless Mr Trump changes course, the harm risks spreading. The next test will be the budget. If the Republican Party cannot pass a stop-gap measure, the government will start to shut down on April 29th. Recent jitters in the markets are a sign that investors are counting on Mr Trump and his party to pass legislation.

More than anything, they are looking for tax reform and an infrastructure plan. There is vast scope to make fiscal policy more efficient and fairer (see article). American firms face high tax rates and have a disincentive to repatriate profits. Personal taxes are a labyrinth of privileges and loopholes, most of which benefit the well-off. Likewise, the country’s cramped airports and potholed highways are a drain on productivity. Sure enough, Mr Trump has let it be known that he now wants to tackle tax. And, in a bid to win support from Democrats, he may deal with infrastructure at the same time.
Yet the politics of tax reform are as treacherous as the politics of health care, and not only because they will generate ferocious lobbying. Most Republican plans are shockingly regressive, despite Mr Trump’s blue-collar base. To win even a modest reform, Mr Trump and his team will have to show a mastery of detail and coalition-building that has so far eluded them. If Mr Trump’s popularity falls further, the job of winning over fractious Republicans will only become harder.
Were he frustrated in Congress, the president would surely fall back on areas where he has a free hand. He has already made full-throated use of executive orders and promises to harness the bureaucracy to force through his agenda. In theory he could deregulate parts of the economy, such as finance, where the hand of government is sometimes too heavy. Yet his executive orders so far have been crudely theatrical—as with this week’s repeal of Barack Obama’s environmental rules, which will not lead to the renaissance of mining jobs that he has disingenuously promised coal country (see article). It is the same with trade. Mr Trump could work through the World Trade Organisation to open markets. More probably, the economic nationalists on his team will have the upper hand. If so, America will take a bilateral approach, trade protection will grow and foreign policy will become more confrontational.

The character question
The Americans who voted for Mr Trump either overlooked his bombast, or they saw in him a tycoon with the self-belief to transform Washington. Although this presidency is still young, that already seems an error of judgment. His policies, from health-care reform to immigration, have been poor—they do not even pass the narrow test that they benefit Trump voters. Most worrying for America and the world is how fast the businessman in the Oval Office is proving unfit for the job.

From Russia to Donald with love is a story that just keeps giving. The latest explosive revelation is that sacked security chief Michael Flynn is seeking immunity from prosecution to come clean on Trump’s links with Moscow. It has Democrats on the congressional committee salivating with glee. It was Flynn who said of a similar deal with Hillary Clinton’s aides last year: “When you are given immunity, that means you’ve probably committed a crime.”
Flynn survived just days as Trump’s most senior defence adviser before resigning over what seemed a minor offence. He had misled the new vice-president about whether he had met a Russian during the election campaign. In today’s Washington or London it is hard not to meet a Russian, though the claim apparently left him open to “blackmail”.
The vast and pernicious sheer scale of electronic surveillance means there is no longer such a thing as secrecy, certainly for those close to power. Someone somewhere will be listening in. That is why fake news, that ancient phenomenon, is such a nonsense. A lie can barely go viral before being savaged by the bloodhounds of truth. For a foreign power, even an enemy, to dabble in someone’s election is hardly a surprise, least of all in the home city of the CIA. What is new is how quickly we all know about it.
It is clear – or surely soon will be - that dealings between the Trump organisation and Moscow were close. That is no surprise in the world of dodgy finance. What is not known is whether these dealings were merely over dodgy finance, or strayed into winks and nods over policies that might be adopted by Trump in power.

Vladimir Putin’s Russia is generally regarded as America’s mightiest enemy, however idiotic this might be. When a vast military empire has been constructed with the exclusive aim of “deterring” a particular foe, any less than total commitment in this respect is devastating. The mind boggles at what Flynn might conceivably say that might “incriminate” him?
The irony is that resetting the west’s relations with Putin’s Russia was one of Trump’s few refreshing pledges when he was running for the presidency. He refused to hurl the statutory abuse. He was clearly sceptical of western sanctions, which have strengthened Moscow’s kleptocracy and driven Putin’s potential opponents to emigrate. There even seemed a hope that the recent, crazy resumption of an east-west arms race might go into reverse. Sanity beckoned.
But there is no sanity on the Trump horizon, only reckless chaos. Flynn clearly has a tale to tell about a matter central to America’s global stance. It should be gripping, but it is hard to believe it will leave the world a safer place.

قمّة عربية.. عندما يلوم الجزار الضحية

ليست كل الأحكام القيمية والجاهزة خاطئة ومتعسفة دوماً، بل منها ما هو صحيح وسليم، والتجارب والوقائع تدل عليها وتؤكد مصداقيتها. واحد من أنصع الأمثلة على ذلك القمم العربية، والتي تؤكد حصيلة سبعين عاما على دوراتها المتكرّرة، منذ تأسيس جامعة الدول العربية عام 1945، أنها جعجعة تُسْمَعُ من دون طحين يُرى. فأكثر من أربعين قمة عربية بين عادية وطارئة واقتصادية وتنموية لم تنجح في جمع شعث أمة العرب، ولا في إطلاق وحدة أمنية أو عسكرية أو اقتصادية، دع عنك الجغرافية، الأقرب إلى أفلام الخيال. واحدة وأربعون قمة، مع تفاوت في التقدير والحساب، منذ عقد أول قمة، عام 1946، لم تنجح في إنقاذ فلسطين من الضياع والتهويد، ولم تنجح في توحيد العرب في معسكر واحد، كما فشلت في منع غزو لبنان ونصرته، ولم تستطع أن تنهي التوتر بين المغرب والجزائر، أو تمنع غزو العراق الكويت، ولا حتى أن تفرض حلاً عربياً للحيلولة دون تدمير العراق عام 1991، ثم احتلاله كليا عام 2003. دع عنك، طبعا، فشل هذه القمم في إصلاح ذات البين بين العرب، وفشلها في إنقاذ شعوب سورية والعراق واليمن وليبيا من خطر الإبادة اليوم، والقائمة تطول ولا يمكن حصرها. ومن ثمّ لا تعجب عندما ترى استهزاء المواطن العربي بهذه القمم التي لا تغني ولا تسمن من جوع، ولا تلمْه عندما يطالب الزعماء العرب بالبقاء في عواصمهم، وتوفير المصاريف على شعوبهم. 
قمة البحر الميت التي انعقدت في الأردن، الأربعاء الماضي، ليست بِدْعاً في هذا السياق، فقد 

انتهت إلى حيث كنَّا، وعود كبيرة، وآمال معلقة في الهواء، وحديث كثير عن تضامن عربي ليس قائما، وعن رفض للتدخل الأجنبي يستدعيه بعضنا، ودعوات إلى وقف سفك الدماء في بعض بلداننا، كسورية واليمن وليبيا والعراق، في حين أنه يسفك بأيدي بعضٍ منا، وتسوّل "مصالحة تاريخية" مع إسرائيل، ترفسها دوما وتلقيها في وجوهنا. إنها المتوالية نفسها التي لا تنتهي.. إنها الحلقة المفرغة نفسها.. إنه الإحباط المتراكم الذي لا يبدو أن له قاعاً. ولذلك، لسنا بحاجة إلى "محللٍ سياسي" يفلسف القمم العربية ويقاربها، فـ"تحليل" ابن الشارع العربي البسيط أصدق إِنْبَاءً هنا من كل "كلام كبير". 
أحببنا أم كرهنا، شئنا أم أبينا، هذه القمم تضرنا ولا تنفعنا، ليس لأنه لا ينبني عليها عملٌ فحسب، بل لأنها كذلك تخرج بما يفجعنا. فمن رحم هذه القمم جاءت قمة القاهرة الطارئة عام 1990، والتي مهدت لضرب العراق غربيا بعد أن فشلنا، نحن العرب، في أن نحل خلافاتنا البينية أخوياً في البيت الآيل للسقوط الذي يجمعنا: "جامعة الدول العربية". ومن رحمها أيضا خرج "القرار العربي" في قمة بيروت عام 2002 بما سميت مبادرة السلام العربية، والتي قدمت صكا عربيا على بياض لإسرائيل بقبول احتلالها 78% من أرض فلسطين التاريخية، مقابل تسول بعض من ألـ22% من البقية المتبقية منها، وتذويب حق العودة للاجئين الفلسطينيين.. إلخ. 
في القمة التي عقدت أخيرا في الأردن، لم يكتف كثير من زعمائنا بِفَجْعِنا بالكوارث التي اعتدناها منهم، بل إنهم أبوا إلى أن يصفّوا حساباتهم معنا. فحسب تلميح بيان القمة الختامي، فإن ثورات بعض شعوبنا على ظلم بعض الأنظمة العربية هي سبب الفوضى والقتل والدماء والتشريد وانتشار العصابات الإرهابية التي تهدّد الأمن والاستقرار في الأمن والعالم! بل إن أمير الكويت، الشيخ صباح الأحمد الصباح، لم يتردّد في القول بأن: "وَهْمَ الربيع العربي عطّل التنمية والبناء والاستقرار في عدة دول عربية، وساهم في تدهور الأمن فيها، ولا بد أن نستخلص منها العبر"، بغض النظر عن موقفنا من الثورات العربية، ثمّة حقيقة ينبغي الإقرار بها، وهي أن الثورات العربية نتيجةٌ لا سبب. نعم، هي نتيجة عقود من التخلف والقمع والقهر والفشل والفساد والفقر والهزائم التي كلها صنائع النظام العربي بامتياز. وبالتالي، يصبح الحديث أن "الربيع العربي عطل التنمية والبناء والاستقرار.. وساهم في تدهور الأمن.." نوعاً من حالة الإنكار أو محاولة لإعادة كتابة التاريخ الذي لا زلنا نعيشه. فأين الأمن العربي قبل الثورات؟ وأين كانت التنمية والبناء والاستقرار؟ هل ترى ثمّة من يصدّق أننا عشناهم يوما!؟ إننا أبناء هذا الجيل، وتعدادنا بمئات الملايين، وغالبيتنا العظمى تشهد أننا لم نر شيئا من ذلك حتى ننكره. 
قمة البحر الميت ما هي إلا محطة أخرى من محطات عارنا العربي. وعود كبيرة من دون 

آليات لتطبيقها. ستبقى فلسطين محتلة، وستبقى سورية تنزف، وسيبقى العراق يدمر، وسيبقى اليمن يمزّق، وستبقى ليبيا تأكل بعضها.. إلخ. لن يتغير شيء. وللمفارقة، لم يشر البيان الختامي من قريب ولا بعيد، دع عنك أن يدين، المذابح التي تتعرّض لها الشعوب السورية والعراقية واليمنية والليبية، وأنّى له أن يدين، وكثيرون من الموقعين عليه متورطون في سفك تلك الدماء. أيضا، لم يكلف البيان الختامي نفسه، ومن باب ذِرِّ الرماد في العيون، إدانة الجرائم الإسرائيلية بحق الفلسطينيين، على الرغم من أن الزعماء المجتمعين كانوا على بعد بضعة  كيلومترات من حدودها. بل إن حتى الدولة المضيفة، الأردن، والذي حصل على تطمين بدعم عربي مالي لاستضافته مئات الآلاف من اللاجئين السوريين، يعلم أنه لن يحصل على درهم واحد. 

ملخص الكلام، من القادة الذين اجتمعوا في القمة الأخيرة من يسفكون دماءنا، ويدمرون أوطاننا ويهندسون الفوضى في دولنا، وهم سبب فشلنا وتدخل كل عدو في شؤوننا، ثم يلقون باللوم علينا، ويعتبرون أنفسهم الحل لكوارثنا.

حلم البعض بحلف بغداد جديد كابوسٌ لشعوب المنطقة

«حلف بغداد» تسمية تم إطلاقها على منظمة حلف الوسط (سنتو) المعروفة أيضاً باسم منظمة حلف الشرق الأوسط (ميتو)، وهي رديف شرق أوسطي لمنظمة حلف شمال الأطلسي (ناتو) أنشئ سنة 1955 تحت رعاية أمريكية وضمّ حكم الشاه في إيران والنظام الملَكي في العراق وباكستان وتركيا إلى جانب بريطانيا. وقد بقي مقرّ المنظمة في بغداد حتى سقوط الحكم الملكي فيها سنة 1958، وبعد شلل مديد انتهت المنظمة إثر سقوط نظام الشاه في إيران عام 1979. وفي الخمسينيات والستينيات أدانت الحركة القومية العربية، التي كانت تقف على رأسها مصر جمال عبد الناصر، ذلك الحلف المشؤوم بوصفه أداةً إمبريالية متحالفة ضمنياً مع الدولة الصهيونية بغية التصدّي لحركات التحرر في الشرق الأوسط وتشكيل حاجز أمام تعاون الاتحاد السوفييتي مع تلك الحركات.
وتشير دلائل عديدة إلى أن فكرة إنشاء حلف إقليمي جديد فكرةٌ تراود الرئيس الأمريكي دونالد ترامب وصديقه الحميم رئيس الوزراء الإسرائيلي بنيامين نتنياهو. ويبدو أن هذا ما قصده الرجلان في مؤتمرهما الصحفي المشترك يوم 15 شباط/ فبراير الماضي. فلنستعِد كلام نتنياهو كما سجّله المكتب الصحافي في البيت الأبيض:
«السيد الرئيس… قلتم إن الولايات المتحدة ملتزمة منع إيران من الحصول على أسلحة نووية. وتدعون إلى إلحاق الهزيمة بداعش. فأنا واثق من أننا، تحت قيادتكم، نستطيع عكس موجة الإسلام الراديكالي الصاعدة. وفي هذه المهمة كما في غيرها الكثير، تقف إسرائيل إلى جانبكم وأقف شخصياً إلى جانبكم. السيد الرئيس، في دحرنا للإسلام المتطرّف، نستطيع أن نقتنص فرصة تاريخية، لأنها المرة الأولى في حياتي والمرة الأولى في حياة بلادي التي لا تنظر فيها الدول العربية إلى إسرائيل كعدو بل، وبصورة متزايدة، كحليف. وأؤمن بأن هذا التغيّر في منطقتنا يخلق تحت زعامتكم فرصة لا سابقة لها لتدعيم الأمن والتقدم بالسلام».
ولمّا أعاد نتنياهو ذكر ذاك المشروع، أجابه ترامب: «إنه في الواقع أمرٌ أعظم بكثير [من تسوية النزاع الإسرائيلي-الفلسطيني]، أمرٌ أكثر أهمية بكثير، نوعا ما. وقد يضمّ العديد والعديد من البلدان ويشمل مساحة شاسعة جداً. ولم أكن أعلم أنك كنت ستذكر هذا الأمر، لكن ما دمت قد ذكرته، أعتقد أنه أمر عظيم وأننا نحوز على تعاون جيّد من أناس ما كان بوسعهم أبداً في الماضي حتى أن يفكّروا بالقيام به. وسوف نرى كيف تسير الأمور».
ويندرج في إطار هذا التوجّه قرارُ الإدارة الأمريكية الجديدة تصعيد تدخّلها العسكري في حربي سوريا واليمن وكذلك تَواصُل بوادر المودّة بين واشنطن والرياض، وآخرها زيارة وليّ وليّ العهد السعودي وزير دفاع المملكة، محمد بن سلمان، للعاصمة الأمريكية قبل أسبوعين ولقاؤه بالرئيس الأمريكي. ومن الجدير بالذكر في هذا الصدد أن الإمارات العربية المتحدة تُبدي حماساً للمشروع المذكور بينما تدور بينها وواشنطن اتصالات بخصوص دعم أمريكي لهجوم عسكري تشنّه الإمارات على ميناء الحديدة اليمني.
وثمة أمران خطيران في مشروع الحلف الجديد، سواءً جرى تأطيره في منظمة معلنة أو بقي غير معلن. أولهما هو أن أي تحالف تعقده دول عربية مع الحكم الأمريكي الجديد المعادي للإسلام بغية مواجهة إيران وداعش، سوف يشكّل خير هبة لهاتين الأخيرتين ويؤدي إلى تدعيم نفوذهما السياسي في المنطقة، لاسيما أن التحالف لا بدّ وأن يشمل ضمنياً الدولة الصهيونية. والثاني أن مصلحة الولايات المتحدة وحليفتها الصهيونية في تصعيد المواجهة العسكرية بين إيران وحلفائها من جهة والمملكة السعودية وحلفائها من الجهة الأخرى، في صراع عسكري لا مجال لإحراز النصر فيه سوى بتدمير عموم المنطقة، إن تلك المصلحة لمتناقضة بشكل صارخ مع مصلحة شعوب المنطقة المهدّدةً بأن تُسحق بين المطرقة والسندان وتذهب ضحية المواجهة.
هذا ويبدو أن واشنطن وحليفتها الصهيونية تتطلّعان إلى إقناع الرئيس الروسي فلاديمير بوتين بالانضمام إلى الحلف الإقليمي الجديد. وقد يتناسق ذلك مع سعي مستشاري ترامب اليمينيين المتطرّفين وشديدي العداء للإسلام إلى إدراج جماعة الإخوان المسلمين في قائمة الأعداء، بما يلتقي مع توجّه التحالف القائم بين مصر عبد الفتّاح السيسي والإمارات المتحدة. ومن المعلوم أن روسيا قد أخذت تلتقي مع هذا التحالف الأخير في دعم حركة خليفة حفتر في ليبيا. ومحصّلة كل ذلك أن منطقتنا تتوجه نحو تصعيد عسكري مدمّر بدل المساومات التي لا بدّ منها لوقف التمزّق القاتل الذي شمل اليمن وليبيا بعد العراق وسوريا.
